Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

The New York City Department of Health and Mental Hygiene (DOHMH) plans to negotiate a six-year contract with RDE System Support Group, LLC for the exclusive use of its proprietary web-based software platform, NYC HOPWA eCOMPAS. This platform is essential for managing client data, housing inventories, provider contracts, fiscal operations, and reporting requirements for federal agencies such as HUD and HRSA, specifically supporting DOHMH's HOPWA and Ryan White Part A housing programs. RDE System Support Group, LLC is recognized as the sole owner of the software, the application, the platform, and all related copyrighted materials, establishing it as the sole source provider for these services. Vendors interested in providing similar software and services are invited to submit an Expression of Interest through the PassPort system by August 21, 2025. The solicitation emphasizes the proprietary nature of the software, which limits competition to RDE System Support Group, LLC. The contract is valued between $500,000 and $2,000,000, with the primary contact being Shamecka Williams, reachable via email or phone. This procurement process aligns with the city's procurement policies, ensuring transparency and adherence to regulations for sole source contracting.
