The New York City Department of Health and Mental Hygiene (DOHMH) intends to enter into a six year sole source agreement with Precisely Software Incorporated (PSI) for the leasing of Spectrum OnDemand Address Validation and Spectrum OnDemand Custom Spatial software services. This software is utilized by the Bureau of Environmental Health Services and the Bureau of Vital Statistics to validate addresses and client services before shipping records, which serves to protect sensitive customer information and prevent identity theft. The agreement is expected to cover approximately 8,000,000 transactions per year, split evenly between the two bureaus. PSI has been identified as the sole source provider because they own the proprietary source code and are the only vendor with the expertise to provide necessary maintenance, updates, bug fixes, and technical support. While the agency is pursuing a sole source contract, it has issued a Request for Information (solicitation number 81627Y0872) inviting any firm that can legally provide these services to submit an Expression of Interest via the PassPort portal by October 29, 2026, at 2:00 PM. All official communications must be conducted through the PassPort system.
