The National Institute of Standards and Technology (NIST) plans to award a sole source purchase order to Second Chance Body Armor, Inc., located in Central Lake, Michigan, for the procurement of 100 Zylon body armor panels. This contract is being issued under the authority of FAR 13.106 1(b) due to the unique position of Second Chance Body Armor as the sole manufacturer of the Zylon material required. The purpose of acquiring these panels is to validate an artificial aging protocol for the upcoming revision of the National Institute of Justice standard 0101.04. Prior studies by NIST led to a halt in body armor containing Zylon, but Second Chance Body Armor has agreed to produce a special batch of the necessary material. The award is anticipated to be made approximately fifteen days after the notice is issued. The market research conducted confirmed that no other source can meet this requirement, justifying the non-competitive acquisition. While this notice is not a solicitation for competitive bids, other parties who believe they can fulfill the requirement may provide evidence of capability by the response date indicated. The government retains sole discretion to decide whether to pursue a competitive procurement based on any information received. The contract falls under the NAICS code 315999 and is managed by the Department of Commerce’s NIST office in Gaithersburg, Maryland. Additional information and inquiries can be directed to the identified point of contact.

The National Institute of Standards and Technology (NIST) intends to award a purchase order on a sole source basis to Second Chance Body Armor, Inc., Central lake, MI under the authority of FAR 13.106 1(b), soliciting from a single source. The object of this requirement is to procure 100 Zylon body armor panels for use in validation of an artificial aging protocol for the next revision of the standard National Institute of Justice 0101.04. The results of market research have resulted in a determination that Second Chance Body Armor, Inc. appears to be the only source for this equipment as they are the manufacturers of the Zylon. As a result of earlier NIST studies, body armor containing Zylon was halted and Second Change Body Armor, Inc. is willing to produce a special run of the Zylon material. The anticipated award date of this order is on or about fifteen (15) days from the date of this notice. This notice of intent is not a request for competitive quotations. Interested parties that believe they can satisfy the requirement to provide to noted system may provide evidence to so indicate no later than the response date noted above. A determination by the Government whether to compete this proposed purchase order is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information, call the POC identified below.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
