The U.S. Special Operations Command is increasing the maximum ordering quantity for production systems under two existing contracts related to the Special Operations Forces Equipment Advanced Requirements (SPEAR) Modular Integrated Communication Helmet (MICH). Originally, these contracts allowed for a maximum of 20,000 units to be ordered over a five-year period, but in response to a surge in operational needs following the September 11, 2001, terrorist attacks, the limit will be raised to 70,000 units. The contracts, awarded competitively to CGF Helmets in Newport, Vermont, will maintain their original ordering period without extension, and there will be no changes to the maximum quantities for spare parts. This adjustment is being made on a sole source basis under statutory authority from Title 10 U.S.C. 2304 (c)(1) and FAR 6.302-1. The announcement serves only as informational notice, with no formal solicitation forthcoming. Stakeholders with questions or comments are instructed to direct correspondence in writing to Mike Holland at the U.S. Special Operations Command. The increase aims to ensure that sufficient specialized communication helmets are available to support the heightened operational tempo of special operations forces.
