The Department of Veterans Affairs Cleveland Medical Center plans to procure ballistic helmets and their accessories through a sole-source contract, citing FAR 13.106(b)(1)(i) which allows for solicitation from only one source when the contracting officer deems only one source reasonably available. The contract will be awarded to Pro-Tech Sales, based in Berea, Ohio, as they are identified as the sole vendor capable of delivering the required items in time to meet the April 2, 2023 deadline. The procurement falls under the NAICS code 334920, which pertains to small businesses with up to 750 employees. Although Pro-Tech Sales is the intended vendor, the VA is allowing other interested and capable suppliers to express their interest by March 6, 2023, at 8 AM EST; this information will determine whether the government will open the process for competitive bidding or continue as a sole-source award. This notice is not a solicitation, and all inquiries must be submitted via email to Danielle Bowman, the contract specialist managing this procurement. Respondents should use the reference number 36C25023Q0350 related to Ballistic Helmets in their communications. The government explicitly states that any potential vendor information provided is at no cost and does not obligate the government to alter the sole-source decision, which remains at its sole discretion. The procurement office handling the contract is 250-NETWORK Contract Office 10 located in Dayton, Ohio.
