The contract pertains to the Non-Public School Security Guard Reimbursement Program for the 2024-2025 school year, established under New York City's Local Law 2 of 2016. The Law authorizes the Mayor to implement a program that reimburses qualifying nonpublic schools for certain security service costs, with the Department of Citywide Administrative Services (DCAS) designated as the administering agency. To participate, schools must be nonprofit elementary or secondary institutions serving students from pre-kindergarten through grade twelve, with at least 300 enrolled students as verified through the BEDS form submitted to NYSED by October 2, 2024. Schools with multiple locations cannot combine enrollments for the 300-student minimum, and enrollment will be periodically verified throughout the program year. Applications for new participants or schools with expiring MOUs are due by May 15, 2024, with review completed within 30 business days. Existing schools with active MOUs do not need to reapply unless for a new location. The application process is conducted in rounds, closing each Monday at 4:00 pm, with the next round opening immediately afterward between March 1 and May 15, 2024. Schools are encouraged to review all submission instructions carefully and contact DCAS or the MOCS Service Desk for assistance. The contract is managed under solicitation number 85624Y0449, with a response deadline of May 15, 2024, and is overseen by the NYC Department of Citywide Administrative Services.

Full Description

On January 5, 2016, Local Law 2 of 2016 (“the Law”) was enacted. The Law empowers the Mayor of the City of New York to authorize a program to reimburse qualifying nonpublic schools (“schools”) for the cost of procuring certain security services (“the Program”). By letter dated March 10, 2016, the Mayor designated the Department of Citywide Administrative Services (“DCAS”) as the Law’s administering agency.
In order to participate in the Program during the 2024-2025 school year, as a new participant, qualifying nonpublic schools (“schools”) must first complete and submit the HHS Accelerator Prequalification in PASSPort, the City’s digital Procurement and Sourcing Solution Portal. Then approved schools will be eligible to complete a School Qualification Application (“the Application”) in the PASSPort system. The Law defines a qualifying nonpublic school as any nonprofit elementary or secondary school in the City of New York, other than a public school, that provides instruction in accordance with the New York State Education Law, has been assigned a Basic Educational Data System (BEDS) code by the New York State Education Department (“NYSED”), and is serving students in any combination of grades pre-kindergarten through twelve [i]. To participate in the Program, a qualifying nonpublic school must also enroll at least 300 students, as confirmed by a school’s BEDS form to be submitted to NYSED on October 2, 2024. For schools with multiple locations and individual BEDS codes for each location, the number of enrolled students for each individual location cannot be aggregated to meet the 300-student minimum requirement. DCAS will verify each school’s enrollment information by referring to the documents submitted by the school to the New York State Education Department at any point deemed appropriate throughout the program year. If at any time the school’s enrollment fails to meet the 300-student threshold, then the school will be disqualified from the program.
Applications for new schools, and for schools whose Memorandum of Understanding (“MOU”) is expiring on June 30, 2024, will be accepted until May 15, 2024, and reviewed for participation in the Program within 30 business days of receipt of a complete Application. A complete Application means all required documents have been received by DCAS. DCAS will determine whether each Application is responsive to the requirements of the Program and its final rules. Applications that DCAS determines to be non-responsive (incomplete or a school has not provided DCAS with sufficient documentation/responses within the timeframe requested) will be rejected. Incumbent schools with an existing and active registered MOU, or which are in the process of registering an MOU, will not need to complete another application for the 2024-2025 school year, unless it is for a separate location with its own BEDS code.
The application will be accessible through Rounds that will be available on a weekly basis. Each Round will close on Mondays at 4:00 pm and the next Round will reopen immediately between 3/1/2024 - 5/15/2024. If you start your application before 4pm but miss the Monday cutoff, please review page 9 of the instructions document to complete your application.
Please review all details and documents on this page, including the detailed guide to how to submit your application. If you have questions about the application, please contact the designated agency contact on this page. If you need additional assistance with PASSPort, please contact the MOCS Service Desk.
