The United States Army Mission and Installation Contracting Command at Yuma Proving Ground plans to award a Firm-Fixed-Price contract on a sole source basis to the Installation Management Command’s Directorate of Family, Morale, Welfare, and Recreation (FMWR), specifically the Cactus Cafe located on the base. The contract covers the provision of meals to soldiers stationed at Yuma Proving Ground from March 19, 2014, through May 20, 2014. Due to the remote location of the proving ground, approximately 26 miles from Yuma city, the FMWR is the only authorized provider of food services in compliance with Army Regulation 215-1, making it the sole source capable of fulfilling this requirement. The acquisition process will follow Federal Acquisition Regulations Part 12 for commercial items, with NAICS code 311991 and a size standard of 500 employees. This notice is not a solicitation for competitive bids but may be used to determine if competition is warranted. Firms interested in providing these services must demonstrate their technical ability to comply with Army regulations and submit a Memorandum of Agreement verifying authorization to operate at the proving ground by the specified deadline. All responses and inquiries must reference Solicitation Number W9124R-14-T-0116 and be submitted by the designated date and time. Additionally, interested parties must be listed on the DoD-approved food sources registry maintained by the U.S. Army Public Health Command.
