The U.S. Army Yuma Proving Ground (USAYPG) plans to negotiate a firm-fixed price contract on a sole source basis with the Morale, Welfare, and Recreation (MWR) Cactus Cafe to provide meal services to soldiers between July 10 and August 16, 2013. This decision is driven by the unique location of USAYPG, situated in a remote area approximately 26 miles from Yuma, Arizona, where the MWR facility is the only authorized provider of food services on the installation and the only food outlet within a reasonable commuting distance. The contract will follow Federal Acquisition Regulations Part 12 for commercial items, under NAICS code 311991, which categorizes food manufacturing services. Potential vendors interested in providing these services must demonstrate their technical capability by June 6, 2013, and must be listed on the U.S. Army Veterinary Command's Federal Approved Sources website, ensuring sanitary compliance for Department of Defense procurement. Although this notice indicates intent for sole source negotiation, responses from other firms will be considered to determine if a competitive procurement might be warranted. The contract aims to support the welfare and operational needs of the soldiers stationed at USAYPG by securing meal provision from a reliable and authorized source in the area.
