The Defense Supply Center Philadelphia (DSCP) is implementing a new business model to modernize the acquisition of fresh fruits and vegetables (FF&V) to better serve military installations, the Defense Commissary Agency, state USDA School Lunch Programs, and Federal Native American Indian Programs across the continental United States. This initiative involves contracting with commercial full-line vendors who will provide high-quality FF&V products meeting or exceeding U.S. Grade No. 1 standards. Vendors will be responsible for comprehensive customer support including order processing, electronic price updates, billing, purchasing, distribution, merchandising, and inventory management, operating from their own facilities equipped to receive, store, handle, and deliver the products. Compliance with all applicable domestic sourcing requirements is mandatory, and the contracting approach will be regionalized with zones, awarding contracts on an all-or-none basis per zone. DSCP plans to use an Indefinite Quantity Contract (IQC) system, replacing the current Blanket Purchase Agreement process, enabling direct electronic delivery orders from customers to vendors. The contract will likely include a base period and option periods, with terms and number of options to be determined following industry market research. DSCP intends to engage the industry through upcoming roundtable discussions to address key issues around the new business model, with further details on these meetings to be announced later. This effort reflects DSCP’s commitment to efficiency and value in meeting the produce needs of its varied federal customer base.

The current Blanket Purchase Agreement procurement system will no longer be utilized. DSCP is contemplating a base contract with options. The terms of the base and options and the number of options will be determined based on the results of market research conducted with the produce industry. We plan to hold round table discussions in the near future to discuss various issues with the new business model.
