This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This
announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.
FA468626QC012 is issued as an RFQ.



This acquisition is set-aside for 100% small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



(ii). A list of line item number(s) and items, quantities, and units of measure is identified in Attachment 1 - Solicitation, Under Supplies or Services & Prices or Costs. Offerors shall return completed as part of quote submission.



(iii). The contractor shall provide all personnel, equipment, transportation, materials, and logistics necessary to procure and deliver two hundred (200) complete sets of tactical combat equipment to the 9th Civil Engineer Squadron (9 CES) at Beale Air Force Base, California. This procurement encompasses the acquisition of advanced load-bearing plate carriers, modular attachment pouches, high-cut ballistic helmets, helmet-mounted illumination accessories, and weighted training plates. The contractor is entirely responsible for supply chain management, quality control, and ensuring all components arrive concurrently and perfectly match the strict sizing parameters and minimum salient characteristics required for immediate fielding by military personnel.


(iv). Date(s) and place(s) of delivery and acceptance and FOB point is identified in Attachment 1 - Solicitation, Under Deliveries or Performance Schedules. Place of Contract Performance: Beale AFB, CA; Delivery Period is 30 days upon Award.


(v). The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition and the specific evaluation criteria to be included is identified in Attachment 1.



(vi). Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
