AI Contract Overview

The contract for acquiring 9 phlebotomists and 3 medical technicians has been canceled and will not proceed through FEDBIZOPS or the GSA. After review, it was determined that the requirements fall under a service contract as defined by FAR 37.104(2), with the necessary labor categories available through the Medical Commodity Council Spiral 1. This procurement approach aligns with the policy articulated by Major General Green, Deputy Surgeon General, in his January 2008 policy letter, which designates the Medical Commodity Council as the preferred vehicle for clinical service acquisitions. This decision was further endorsed by Mr. Charlie Williams from SAF/AQC, communicated in a contracting update to the field. Consequently, the acquisition will now be pursued through the Medical Commodity Council, rendering the initial presolicitation and associated solicitation activity unnecessary. The contracting office responsible is located at Wright Patterson AFB, Ohio, under the Department of Defense, with Mark L. Merrifield serving as the point of contact. This change aims to streamline the procurement process and ensure compliance with established contracting policies for medical services. Apologies were extended for any redundant efforts undertaken in anticipation of a formal request for proposal.

Major General Green, Deputy Surgeon General stated in his policy letter dated 17 January 2008 "the Medical Commodity Council is the preferred contract vehicle for acquiring clinical services".
