900 A Street Project

The 900 A Street Project, managed by the City of San Rafael, involves the demolition of a 4,400 square foot commercial building and associated site improvements at 1030 3rd Street to make way for a new eight-story mixed-use development. The proposed building will encompass a total gross floor area of 190,147 square feet on a 0.66-acre site. This development includes 131 residential units across the second through eighth floors, 4,000 square feet of ground floor commercial space, and 47,745 square feet dedicated to vehicular parking, mechanical, electrical, and plumbing areas. The project has been granted a Categorical Exemption under CEQA Section 15332 for infill development projects, as it aligns with local General Plan and zoning designations. The performance schedule is slated to begin on January 1, 2026, with demolition, followed by site preparation, grading, and trenching throughout the first half of the year. Building construction is scheduled from August to November 2026, with architectural coating and paving continuing into mid-2027. Key operational requirements include the appointment of a noise disturbance coordinator to manage local complaints, the prohibition of unnecessary engine idling, and the requirement to provide written construction schedules to adjacent neighbors.
