The Department of Defense, through Navfacsyscom Washington, is seeking sources for a presolicitation project involving the provision of biofuel for Navy fire tube boilers under solicitation N4008011R1027. The project requires the contractor to supply biofuel and perform necessary boiler tuning and equipment installation to ensure the systems can accept the alternative fuel. To maintain reliability during the demonstration, the site utilizes two boilers feeding a single building, allowing for redundancy if failures occur. A critical financial requirement of this contract is that the biofuel must be provided at a cost equivalent to natural gas, as it is the primary fuel source for the boilers. While the Navy will reimburse the contractor for the actual cost of the biofuel, it will not provide reimbursement for any other associated expenses, including the costs for equipment installation or the technical tasks required to tune the boilers.

Sources sought Addendum Questions and Answers Q.1 The Navy appears to be using natural gas as a benchmark which is quite inexpensive and a clean energy versus targeting those facilities that use diesel fuel exclusively. I understand the site also uses diesel fuel via a dual boiler; however, it appears cost comparisons are based against the wrong fuel? Any insight as to why? This location has two boilers that feed a single building, if any issues arise during the demonstration the second boiler can be brought online easily to maintain reliability. In the event of major catastrophic failures only one building will be affected. The contractor shall provide the biofuel at the cost of Natural Gas because that is the primary fuel source of these boilers. Q.2 The Navy is asking that the cost of the biofuel be equivalent to the cost for natural gas? Again if the goal is to reduce fossil fuel shouldn't the cost of the biofuel be equivalent to what the Navy currently pays for diesel fuel under it's current agreement at the test site facility? Again, the contractor shall provide the biofuel at the cost of Natural Gas. Natural Gas is the primary fuel source of these boilers. Q.3 The document states that the Navy will reimburse the contractor for the cost of the biofuel. The document states the contractor will need to tune the boilers to accept biofuel and will need to put in place a variety of equipment to be used for the biofuel. Will the Navy reimburse the contractor for those costs and all associated costs (specifically tasks 1-10)? NO. The Navy will reimburse the contractor for the cost of the biofuel only. The document states the contractor will need to tune the boilers to accept biofuel and will need to put in place a variety of equipment to be used for the biofuel.

Notice of Intent to Sole Source – NSA Annapolis, Maryland UESC
Solicitation # N40080-27-R-9901
The Naval Facilities Engineering Systems Command intends to award a Utility Energy Service Contract to Baltimore Gas and Electric Company for an energy resilience project at Naval Support Activity Annapolis, Maryland. Estimated at 45 million dollars, the project involves the design, construction, and financing of a Combined Heat and Power cogeneration plant and an integrated microgrid capable of island-mode operation. Key technical components include three natural gas-fired turbines supporting a 19 MW peak electrical demand, an absorption chiller at the Lejeune Chilled Water Plant, the relocation of the 13C-1 electrical substation, and necessary natural gas and electric grid infrastructure upgrades. The government is pursuing a sole-source procurement because Baltimore Gas and Electric Company is the franchised utility provider with the necessary legal authority and control over the existing infrastructure required for the project. While the government has identified this firm as the only responsible source, it is accepting capability statements from other qualified entities until November 10, 2026. To be considered, respondents must demonstrate the legal authority to provide utility services to the installation, the ability to execute infrastructure modifications, and the capacity to provide the required project financing.
