The United States Army Research, Development & Engineering Command's Natick Contracting Division plans to award a sole source contract to Ashland Distribution Company for the supply of polymer resins essential for ongoing developmental research at the Natick Soldier Research, Development, and Engineering Center. The contract falls under FAR 13.5 and is justified by NSRDEC's determination that only DuPont’s proprietary polymer materials meet their stringent requirements, such as impact strength and durability under continuous use. Since these materials are exclusively available through DuPont’s local distributor, Ashland Distribution Company, the procurement will be made solely through this source without a competitive solicitation process. This intended contract award, identified by solicitation number W91A2K-9068-2034 and posted in April 2009, specifies that no request for proposal or solicitation documents will be issued. The polymers to be acquired are based on proprietary technology exclusively owned by DuPont, making alternative sources unsuitable. Any inquiries related to this acquisition are directed to Mr. John Conlin at the Natick Contracting Division. The synopsis of this sole source intent is valid until April 22, 2009, at 2:30 pm EST.
