The proposed project at 9822 Russell Avenue in Garden Grove, California, entails the demolition of existing structures including a church, preschool, wireless facility, and daycare, to make way for a new residential development of 26 two-story townhome units. Each unit will measure between 1,442 and 1,800 square feet, feature three or four bedrooms, and include a two-car garage, resulting in a density of 14.4 dwelling units per acre on the 1.81-acre site. The development will also incorporate shared open space, recreational areas, ornamental landscaping, and dedicated parking infrastructure to support the new residential community. To accommodate this higher density, a General Plan Amendment is required to reclassify the land use from Low Density Residential to Low Medium Density Residential, increasing the allowable density from 11 to up to 21 units per acre. The site’s zoning will be changed from Single-Family Residential to Planned Unit Development with an R-2 base designation, providing flexibility in design while adhering to targeted residential standards. The project necessitates approval of a Site Plan and a Vesting Tentative Tract Map for condominium conveyance, formalizing the subdivision into individually owned units. As part of the approval process, the existing conditional use permits for the wireless facility and the preschool will be revoked, as these uses will no longer be operational on the site. The development is being led by Melia Homes, with the City of Garden Grove responsible for regulatory review and permitting. All approvals are subject to compliance with local planning and zoning regulations, and the project is currently in the forecasting stage with the lead planner available for inquiries regarding future application submissions and public processes.

Full Description

The proposed Project would remove the existing church, preschool, wireless facility, and daycare facility buildings and improvements on the Project site and construct 26 two-story townhome residences, open space/recreation, and parking. Each residential unit would range size from approximately 1,442 square feet to 1,800 square feet, would have three or four bedrooms, and two-car garages. The 26 residences on the 1.81-acre site would result in a density of 14.4 dwelling units per acre. The Project would include parking, open space, ornamental landscaping, and associated infrastructure. The Project requests the approval of a General Plan Amendment to change the land use from Low Density Residential (LDR) that allows up to 11 dwelling units per acre to Low Medium Density Residential (LMR), which allows residential densities between 11 and 21 dwelling units per acre. The Project also includes a zone change to change the site zoning from Single-Family Residential (R-1) to Planned Unit Development (PUD) with an R-2 (Limited Multiple Residential) base zoning designation used as the base guiding standards. The Project includes approval of a Site Plan and a Vesting Tentative Tract Map (TTM) for condominium purposes. Additionally, the existing CUPs for the wireless facility (CUP-554-01) and for the preschool (CUP-114-81) would be revoked.

Villa Margherita—TSM No. 5608, CUP No. 2026-05, and Exception No. 2026-05The proposal seeks to subdivide a property in Visalia, California, into 82 single-family residential lots under Tentative Subdivision Map No. 5608, with accompanying infrastructure including landscaping outlots, lighting, and designated park spaces, all situated within the R-1 zoning classification. To accommodate the development’s design, a Conditional Use Permit has been requested to permit a planned unit development that deviates from standard lot size and setback requirements, allowing for greater density and flexible layout while still adhering to overall community planning goals. Alongside this, an exception request seeks relief from certain Objective Design Standards, specifically concerning architectural façade elements, to permit design variations that align with the planned aesthetic vision of the development. The project is being advanced by applicant Sam Sciacca and reviewed by the City of Visalia’s planning department, with Principal Planner Jarred Olsen serving as the primary point of contact. The application was posted on August 7, 2026, and is currently in the forecast phase, indicating it is under initial review and not yet submitted for formal approval. The proposed development is located within the city limits of Visalia, California, and all associated permits and exceptions are being evaluated under municipal regulations to ensure compatibility with local land use policies and community character. Further public input and agency review will be required before any approvals are granted.

Deer Creek Preserve - SALT AnaheimThe Deer Creek Preserve project in Anaheim, California, proposes a residential development on approximately 76.01 acres along E. Santa Ana Canyon Road between Festival Drive and Eucalyptus Drive, with a total of up to 359 housing units, including up to 299 single-family detached homes and up to 60 affordable senior housing units composed of 59 deed-restricted lower-income senior units and one manager’s unit. At least 16.4% of the total units are designated for lower-income households, with all affordable units subject to state-mandated restrictions through covenants, management protocols, and occupancy controls. The project includes necessary infrastructure such as roadway upgrades, utility improvements, a water quality basin, retaining walls, gated entries, a guardhouse, and monument signs. An optional recreation amenity center of up to 45,492 square feet may be constructed on a designated lot, but if not built, passive open space will occupy the site instead; environmental analysis assumes the worst-case scenario including the recreation center. The application seeks a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit and is submitted under the Housing Accountability Act as a Builder’s Remedy project, which exempts it from requirements for general plan or zoning amendments. Despite this exemption, the project is fully subject to environmental review under CEQA, requiring comprehensive analysis and mitigation of all significant environmental impacts.
