REQUEST FOR PROPOSAL (RFP) Sale and Redevelopment of the Rockwell Administration Center USD 489 Hays Public Schools 323 W. 12th Street, Hays, Kansas 67601 1. Introduction USD 489 Hays Public Schools invites sealed proposals for the purchase and redevelopment of the Rockwell Administration Center campus located at 323 W. 12th Street, Hays, Kansas. The district seeks qualified purchasers who can demonstrate the financial capacity, development experience, and vision necessary to successfully redevelop the property in a manner that benefits the community and supports the long-term interests of Hays. Property Description Property: Rockwell Administration Center Address: 323 W. 12th Street, Hays, Kansas 67601 The property includes the administration building, associated grounds and buildings, parking areas, warehouse facilities, and shop facilities that are currently utilized by USD 489. The property will be sold in its current "as-is" condition. Interested parties are encouraged to conduct their own due diligence regarding zoning, utilities, redevelopment opportunities, environmental conditions, and any other matters relevant to their proposed use. 3. Sealed Bid Timeline The anticipated timeline for the sale process is as follows: USD 489 reserves the right to modify this schedule as necessary. 4. Proposal Requirements Proposals should include: Purchase price offered for the property. Intended use and redevelopment vision. Development timeline. Evidence of financial capability. Description of the development team and relevant experience. Acknowledgement of the phased possession and lease provisions outlined in this RFP. Any contingencies associated with the proposal. Proposals shall be submitted in a sealed envelope clearly marked: "Rockwell Administration Center Purchase Proposal" and delivered to: USD 489 Hays Public Schools Office of the Superintendent 323 W. 12th Street Hays, Kansas 67601 5. Possession and Transition Plan To ensure a smooth transition and minimize disruption to district operations, the district would ask for consideration for the sale to be implemented in phases. However, if desired for a full property transfer (no phases) the district would possibly need additional time to relocate warehouse and shop to another property. Phase One – Property Transfer Upon closing of the Rockwell Administration Center sale, the purchaser shall receive immediate possession of all portions of the property with the exception of the warehouse and shop facilities located on the northwest portion of the campus. USD 489 would retain possession and operational use of the warehouse/shop area during the initial transition period. Phase Two – Warehouse and Shop Lease Arrangement As part of the sale agreement, USD 489 requests the opportunity to enter into a lease agreement for the warehouse and shop facilities. The district's preferred lease terms are as follows: Initial lease term of one (1) year following closing. Lease rate to be negotiated and established prior to closing. USD 489 shall be responsible for utilities associated with the leased space during the lease term. USD 489 shall maintain appropriate insurance coverage during the lease term. Following the initial one-year term, the district would request the option to negotiate an additional six-month to one year lease extension if mutually agreed upon by both parties. Any extension would be subject to the purchaser's redevelopment plans and operational requirements for the property. This arrangement is intended to provide the district sufficient time to relocate warehouse and maintenance operations in an orderly and efficient manner while allowing redevelopment activities to proceed on the remainder of the campus. 6. Tax Credit and Incentive Opportunities Potential purchasers may be eligible for certain federal, state, or local tax credit and economic development incentive programs. Interested parties are encouraged to conduct their own investigation regarding the availability and applicability of incentives, which may include: Historic preservation tax credits (if applicable). Community redevelopment incentives. Economic development programs. Other federal, state, or local incentive opportunities. USD 489 makes no representation or guarantee regarding eligibility for any incentive program. 7. Evaluation Criteria Proposals will be evaluated on the following factors: Purchase price. Financial capability. Redevelopment vision and community impact. Ability to communicate the proposed project with a defined timeline. Compatibility with surrounding properties and community goals. Agreement with the district's phased transition plan. Overall benefit to USD 489 and the Hays community. 8. Reservation of Rights USD 489 reserves the right to: Reject any or all proposals. Waive informalities or irregularities in any proposal. Request additional information from proposers. Negotiate terms with one or more proposers. Terminate the solicitation process at any time.
