The United States General Accounting Office plans to award a contract to Mergent for internet-based access to a comprehensive global company database, bypassing full and open competition under FAR 6.302. The database will include fully searchable information on 15,000 U.S. public companies listed on major stock exchanges, with real-time updates, as well as data on 20,000 non-U.S. companies representing 95% of the global market. Subscribers will have access to PDF versions of U.S. company annual reports, detailed data on the 25 largest institutional holders per U.S. company, and insider trading information including stock purchases and sales by corporate officers and directors over the past six months. The contract includes options to renew for up to three additional years. Although this notice is not a request for competitive proposals, the Government invites interested parties to express interest or submit proposals within thirty days of the notice publication for consideration. The decision to proceed without competition rests solely with the Government, which will use the information received primarily to assess whether to conduct a competitive procurement. The Contracting Officer responsible for this acquisition is Lourie A. Blount at the GAO's Acquisition Management office in Washington, DC.
