The contract involves a sole source procurement for advertising services to support the celebration of NORAD’s 50th anniversary in May 2008. The Government intends to contract exclusively with Clear Channel Interspace Advertising, the only authorized vendor with rights to sell advertising space at specific airports in Colorado Springs, Anchorage, Winnipeg, Ottawa, and Panama City. The contractor will produce and install commercial-quality static display images, designed and provided by NORAD, in predetermined locations and sizes throughout these airports. Key deliverables include a 20’x6’ wall wrap in Ottawa, a 72’x60’ backlit display in Winnipeg, backlit displays in Colorado Springs and Panama City, and nine 40’ displays throughout Anchorage airport. The displays are to be installed for one month and then destroyed post-removal. The Government retains unlimited rights to all products created under this contract, with no ownership rights transferred to the contractor. The performance period requires design submission by April 1, 2008, with installations displayed from May 1 through May 31, 2008. Project oversight will be managed by Mr. Douglas Johnson, who serves as the Government point of contact. Final location approvals will be provided by NORAD staff, and the Government will supply all necessary artwork. This procurement follows FAR 13.106 and allows for responses to determine if a competitive process is warranted, though the nature of the sole source justification is based on Clear Channel’s exclusive advertising rights at the targeted airport locations.
