The Department of Defense intends to award a sole source purchase order to Learfield Communications, Incorporated, headquartered in Jefferson City, Missouri, for an advertising package promoting the Tennessee Army National Guard. This package is specifically designed to target marketing efforts during the 2007-2008 University of Memphis basketball season. Learfield is uniquely positioned to provide this service as it holds a contract with the University of Memphis for marketing activities, and no other vendor in the West Tennessee area can offer comparable advertising opportunities to reach the desired demographic group. The Tennessee Army National Guard aims to leverage this platform, including the setup of game day displays, to increase enlistment awareness among basketball game attendees. The procurement, conducted under FAR rules allowing other than full and open competition due to the unique market position of Learfield, is valued at up to $20,000. Market research confirmed that no other entities in the region, including other sports teams or advertising vendors under the relevant NAICS code, can meet the requirements for this acquisition. Comparative pricing with similar advertising packages at other universities supports that the price is fair and reasonable. The University of Memphis is identified as the largest collegiate basketball team in West Tennessee, making it the only viable venue capable of delivering the target audience size and demographics for Tennessee Army National Guard recruitment efforts.
