The Department of Interior’s Minerals Management Service GovWorks plans to award a sole source contract to The Advertising Council, a New York-based 501(c)(3) non-profit organization, under the authority of FAR 6.302-1 due to its unique qualifications and the absence of any other responsible sources capable of meeting the agency's requirements. This contract, issued on behalf of the Office of National Drug Control Policy (ONDCP) via the Department of Interior Franchise Fund, is aimed at executing a multi-faceted public service campaign. The Advertising Council will develop a Public Service Announcement (PSA) campaign to combat public cynicism about drug issues and motivate community involvement, review production costs of new advertisements to ensure they meet eligibility and proprietary criteria, and support the evaluation process for nationally submitted PSAs designed to fit within ONDCP’s media match policy. The Advertising Council’s extensive experience in managing public service advertising campaigns for both federal agencies and non-profit organizations, combined with its unique ability to analyze production cost propriety, underpins the sole source justification. The contract is set for a twelve-month base period with four additional twelve-month option periods, reflecting the ongoing need for these specialized services. Interested parties capable of meeting the requirements may submit qualifications to demonstrate their ability; however, failure to receive qualified responses will result in the contract’s award to The Advertising Council. This Special Notice serves informational purposes only, with no solicitation documents available or requests accepted. Communication related to this contract is strictly managed via fax or email to the designated procurement contact, with no telephonic queries entertained. The contract supports ONDCP’s critical goal of raising public awareness and engagement through expertly crafted and strategically placed public service media campaigns.
