This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Furthermore, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. In accordance with the FAA Acquisition Management System (AMS) 3.2.2.4, the purpose of this announcement is to inform industry of the FAA's decision to contract with Icarus Instruments Incorporated via single source procedures. The Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) intends to award a non-competitive contract to Icarus Instruments Incorporated under the Simplified Purchase Method to provide for the redesign, manufacture and support of Altitude Recording Devices (ARD). ARD has already been developed, tested and integrated into the Enhanced GPS-based Monitoring Unit (EGMU) by FAA; allowing a continuation of services and supplies from the current vendor will reduce redundancy and promote cost efficiency. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing subject products and the FAA will evaluate that information accordingly. All responses must be directed to Colleen McLaughlin-Heasty via email (contact@example.gov by 1PM Eastern Standard Time, on Friday, April 20, 2012. The FAA will not pay for any information or any administrative costs incurred associated with any response to this announcement.

Aviation Research BAA 2025
Solicitation # 692M15-25-R-00004
The Aviation Research BAA 2025, solicitation number 692M15-25-R-00004, is a long-term initiative sponsored by the Federal Aviation Administration (FAA) to support basic and applied research at the William J. Hughes Technical Center for Advanced Aerospace. Valid from December 5, 2024, through December 4, 2034, this Broad Agency Announcement seeks to advance the state-of-the-art in aerospace safety and efficiency across five primary program branches: Airport Technology R&D, Software and Systems, Structures and Propulsion, Separation Standards Analysis, and Fire Safety. The FAA encourages submissions from a diverse range of offerors, including academia, industry, and small businesses, to address evolving air transportation challenges. The solicitation utilizes a phased submission process where interested parties first submit brief white papers for specific Topics of Interest. If a white paper is deemed meritorious, the FAA may request a formal proposal consisting of a technical volume and a price/cost volume. Awards are made bilaterally based on a favorable feasibility assessment, with cost analyzed for reasonableness and realism rather than being a rated factor. While funding varies by project, rough order of magnitude estimates range from $100,000 to $1.2 million per award, with many projects anticipated to be funded annually for a period of 12 to 36 months. All offerors must maintain active registration in the System for Award Management (SAM) to be eligible for award.
