The Centers for Medicare and Medicaid Services (CMS) plans to award a sole source contract to James M. Robinson, Ph.D., F.S.A., of the University of Wisconsin’s Center for Health Systems Research & Analysis to develop a Short Range Stochastic Projection Model for the Hospital Insurance Trust Fund. Dr. Robinson brings a unique combination of expertise, holding a Ph.D. in statistics and fellowship status with the Society of Actuaries, and has extensive experience with statistical analysis in income-security plans and health care insurance using stochastic methods. His deep understanding of Medicare’s financial operations, along with his familiarity with existing actuarial projection techniques and stochastic methodologies, positions him as the only candidate capable of efficiently completing this project without a significant learning curve. This contract, identified under solicitation number Reference-Number-732-2-419201, will be awarded through Simplified Acquisition Procedures, contingent upon the absence of any affirmative written responses within 45 calendar days from the notice publication date. The contract aims to enhance the Office of the Actuary’s tools by developing a stochastic modeling approach tailored to the Hospital Insurance Trust Fund’s short-range projections, building on the existing deterministic models and stochastic methods used for related trust funds. This initiative underscores the importance of specialized actuarial and statistical knowledge in managing Medicare’s financial projections.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
