The USDA Agricultural Research Service (ARS) plans to negotiate exclusively with Point Four Systems, Inc. to supply and deliver equipment for expanding the existing Arvotec Automated Granulate Feeder System at the National Center for Cool and Cold Water Aquaculture in Kearneysville, WV. This expansion aims to support enhanced research on broodstock development, growth, feed intake, and genetic variation by adding two 32-channel feeding control units and 64 granulate feeders with nine-liter hoppers, all fully compatible with the current Arvotech automated feeder setup. The procurement is being conducted under the authority of FAR 6.302, permitting sole-source negotiation. Although the agency is engaging directly with Point Four Systems, other capable and financially qualified companies are invited to submit written statements of capability and price lists by September 18, 2006. This notice does not represent a formal solicitation or request for proposal. If no affirmative responses are received by the deadline, the contract will proceed with Point Four Systems to fulfill the equipment needs. The final decision to forego competition after evaluating potential responses rests solely with the Government. The contracting officer overseeing this action is Timothy A. Smearman, reachable via provided contact information.
