The USPTO requires a Windows based software development kit that permits the creation of multi-page Tiff Files from singel page TIFF and color JPEG files. For the last nine years the USPTO has used Accusoft Image Gear SDK to fulfill these requirements. The current Accusoft SDK and distributable control files can be licensed for distribution on all media types used by USPTO. Other products are not considered feasibel since it would take an estimated 6 month programming effort to develop, test and migrate our GUI using another SDK. And the cost and time of that additional development would exceed and benefits that might be expected by migrating to another SDK.
