Lockheed Martin Government Services Inc. is set to receive an Exception to Fair Opportunity award for support services related to the Joint Recruiting Management System (JRMS) under a sole-source basis in accordance with FAR 16.505 (b)(2)(iii). This follow-on award is justified on grounds of economy and efficiency, building on an existing contract where all potential awardees had a fair chance for the original order. The contract encompasses the acquisition, definition, and management of telecommunications services, including dial-up internet, cellular phone, pager services, and other wireless/electronic communications delivered through the JRMS internet application. These services support key federal recruiting commands including the U.S. Army Recruiting Command, U.S. Navy Recruiting Command, U.S. Army National Guard Bureau, and Marine Corps Recruiting Command, with the ultimate beneficiaries being recruiting personnel and command staff. The scope of work involves comprehensive technical services such as research, analysis, management, maintenance, acquisition, billing, technical and customer support for federal customers using the JRMS system. Milestones within the Statement of Work will delineate specific service requirements, starting with the activation for the U.S. Army Recruiting Command and expanding to other customers as needed. Vendors interested in future solicitations must register with the GSA’s IT Solutions Acquisition System (ITSS) to be eligible. Contact for queries is Terri L. McGee of the General Services Administration. The contract is managed by the GSA Fas Aas Region 4 office in Atlanta, GA.

Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.
