The U.S. Army Corps of Engineers Mobile District plans to solicit proposals exclusively from GE Fanuc authorized North American sources to upgrade Proficy iFix software components used in SCADA and control systems at various Corps power plants located in Georgia and Alabama. The existing software versions range from iFix 3.0 to 3.5, and the upgrade will include adding new license options to bring systems up to the latest iFix version. Because the original contract supplied all hardware and software, switching to a different software vendor is impractical due to potential loss of investment and compatibility issues between current equipment and alternative solutions. This notice is for informational purposes only under FAR 5.7 and does not constitute a solicitation for competitive proposals. The government will consider any responses indicating interest and capability within 15 calendar days from the notice publication date to determine if competition will be pursued. The decision whether to compete this contract lies solely with the government and is based on the responses received. Questions and clarifications are to be directed via email to the designated contact at the USACE Mobile District.

Full Description

PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATINAL PURPOSES ONLY. The U.S. Army Corps of Engineers (USACE) Mobile District intends to solicit GE Fanuc authorized North American sources for Proficy iFix products in order to upgrade components of the existing iFix computer software in SCADA and control systems for various Corps of Engineers power plants throughout Georgia and Alabama pursuant to the authority under FAR 6.302. The current versions vary from the existing iFix 3.0 to 3.5 software. Additionally, various license options will be added to existing licenses already at the latest iFix version. The original supply contract for the SCADA system provided all of the hardware and software. To switch to different software would impact the Corps by losing investments in equipment and software costs and pose compatibility problems between current equipment and replacement equipment if another vendor were selected. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. All responses received within 15 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All questions should be sent by email to Geanette Kelley, at contact@example.gov.
