The Chemical Materials Agency (CMA) and the Assembled Chemical Weapons Alternative (ACWA) Program are conducting a market survey through a Request for Information (RFI) to identify industry capabilities in providing comprehensive integration and technical support services. These services support the destruction of chemical weapons at various Stockpile and Non-Stockpile sites, as well as compliance with International Treaty obligations. The scope includes a wide range of program-level, field office, engineering, technical analysis, quality assurance, safety and security, training, and testing services. Respondents must demonstrate proven experience at Chemical Demilitarization facilities such as Tooele, Anniston, Pine Bluff, Umatilla, Pueblo, or Blue Grass, and show capability in managing cost, schedule, and performance data, regulatory negotiations, risk assessments, and emergency response planning, among other mission-critical tasks. The RFI seeks white papers from capable government entities, academia, and industry, requesting submission of detailed experience summaries limited to twenty pages. Respondents must disclose existing contracts related to the Department of Defense and specify their business size and classification. This effort is strictly a fact-finding exercise with no contract award or funding commitment resulting from the RFI, and no follow-up engagement or reimbursement is offered. Submissions are due by March 22, 2010, and must include technical data markings where applicable. The goal is to gauge available expertise for future potential support of CMA and ACWA’s chemical demilitarization mission, ensuring contractor capabilities align with the highly technical, safety-sensitive, and regulated environment of chemical weapons disposal and related operations.
