Full Description

NASA/GSFC has a requirement for the upgrade and retrofit of an existing InstronModel 8501.NASA/GSFC intends to purchase the items from Instron in accordance with 6.302-1(a)(1)10U.S.C. 2304(c)(1) - only one responsible source and no other supplies or services willsatisfy agency requirements. The Instron Model 8501 is currently owned by the Governmentand this requirement is for a retrofit/upgrade. The existing Instron hydraulics andservo-valves must be compatible with the new electronics for the machine to functionproperly. The retrofit includes proprietary data acquisition software. The retrofit canonly be made using factory parts, software, and instrumentation. Authority forsoliciting this service solely can be found in FAR 13.106-supplies or services determinedto be reasonably available from only one source. The Government intends to acquire acommercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 26, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit capabilities statements which shall be considered bythe agency.An Ombudsman has been appointed.
