NASA/GSFC intends to procure an Advanced Video Extensometer package from INSTRON Corporation to ensure compatibility with an existing Instron 3382 machine at WFF. The comprehensive requirement includes the Model 3382 AVE with transverse strain measurement, various field of view kits, mounting hardware, a Dell Precision T3400 workstation with Windows XP, and the Bluehill replay module. The package also covers necessary installation services and specialized marking tools. This acquisition is being pursued as a sole-source procurement under FAR 6.302-1 because INSTRON Corporation holds proprietary design rights to the equipment and accessories. Utilizing a different vendor would void the current equipment warranty and create integration issues with the existing Bluehill 2 software and factory calibration requirements. Interested organizations were invited to submit capabilities and qualifications by June 23, 2009, to determine if the procurement could be conducted on a competitive basis.
