Beginning November 14, 2005, the U.S. Small Business Administration (SBA) implemented a temporary amendment to the size eligibility criteria for loan assistance under the Gulf Opportunity Pilot Loan Program, which is a one-year pilot within the 7(a) Business Loan Program. This pilot program expedites access to 7(a) loans for small businesses affected by Hurricanes Katrina and Rita, including those located in or relocating to disaster-declared areas and adjacent counties. The amendment allows businesses that meet the SBA’s small business standards under both the 7(a) Program and the Certified Development Company (CDC) Program to qualify for financial assistance. Notably, the CDC standard considers businesses with a tangible net worth not exceeding $7 million and average net income after federal taxes not exceeding $2.5 million for the past two fiscal years. This interim final rule was introduced to quickly aid reconstruction and economic recovery efforts in the Gulf Coast region. It ensures that impacted small businesses can access critical funding without delay during the pilot period. The SBA invited public comments on the rule through December 14, 2005. For additional details, interested parties could review the official rule documentation and supporting materials available through the SBA’s website. The program was managed with points of contact available within the Office of Size Standards to assist inquiries related to eligibility and loan processing.

Effective Monday, November 14, 2005, the U.S. Small Business Administration (SBA) is temporarily amending the size eligibility criteria for loan assistance provided under the - Gulf Opportunity Pilot Loan Program, a one-year pilot under the 7(a) Business Loan Program. The pilot program makes available on an expedited basis 7(a) loans to small businesses located in, locating to, or relocating in disaster areas declared by the President as a result of Hurricanes Katrina and Rita and any contiguous parishes or counties. This interim final rule makes financial assistance under the pilot program available to businesses that are considered small for the purpose of SBA's 7(a) Business Loan Program and businesses considered small for the purpose of SBA's Certified Development (CDC) Company Program. The CDC Program has an alternative size standard that states that eligible concerns have tangible net worth not in excess of $7 million, and average net income after Federal income taxes (excluding any carry-over losses) for the preceding two completed fiscal years not in excess of $2.5 million. SBA prepared this rule as an interim final rule because its immediate implementation will facilitate the reconstruction and economic recovery of the Gulf Coast. Comments to the interim final rule are due by close of business December 14, 2005. For more information, please go to http://www.sba.gov/size/indexwhatsnew.html#goloanIFR, where you can read and/or download the proposed rule published in the Federal Register on November 14, 2005. SBA has included is press release (in English and in Spanish) on the Gulf Opportunity Pilot Loan Program there as well.

Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
