The U.S. Small Business Administration is proposing to revise the size standards for two specific industries: Heating Oil Dealers and Liquefied Petroleum Gas (Bottled Gas) Dealers. Currently, the size standard for Heating Oil Dealers is set at $11.5 million in average annual receipts, and for Liquefied Petroleum Gas Dealers, it is $6.5 million. The proposal seeks to change these standards to a more stable and consistent measure of company size based on the number of employees, setting the standard at 50 employees for each industry instead of a revenue-based threshold. This change is motivated by the significant and unstable fluctuations in the prices of heating oil and propane in recent years, which have affected the reliability of using receipts as a firm size metric. Comments on this proposed rule must be submitted by November 30, 2007. The SBA has made it accessible for stakeholders to provide feedback through the regulations.gov website using the identifier "3245-AF67." The point of contact for further information is Carl G Jordan, Program Analyst in the Office of Size Standards, reachable by phone or email. This adjustment aims to ensure a more accurate representation of business size that better reflects operational scale in these industries.

The U.S. Small Business Administration (SBA) has proposed to change the small business size standard for the Heating Oil Dealers industry (North American Industry Classification System (NAICS) code 454311)) from $11.5 million in average annual receipts to 50 employees, and the size standard for the Liquefied Petroleum Gas (Bottled Gas) Dealers industry (NAICS code 454312) from $6.5 million in average annual receipts to 50 employees. Large and fluctuating increases in the prices of heating oil and propane over the past several years indicate that a more stable measure of firm size based on number of employees rather than receipts is needed for these two industries. SBA must receive comments to the proposed rule on or before November 30, 2007. To submit comments, please go to regulations.gov and use "3245- AF67" (no quotes) as your search term to locate the proposed rule.

Administrative Lease Authorization and Regulatory Compliance SupportThe California State Lands Commission is authorizing an administrative lease for a 20-year general lease agreement to support public agency use of an existing pedestrian bridge that crosses sovereign lands. This action involves formalizing the long-term operational use of the structure while ensuring compliance with state regulatory frameworks, including a determination of eligibility for a CEQA categorical exemption to avoid full environmental review. The lease pertains specifically to infrastructure already in place and is intended to provide legal clarity and continuity for public access purposes without requiring new construction or substantial modification. The activity falls under NAICS code 926110, indicating it is a government administration function related to land and natural resource management. The project is centered in Red Bluff and is part of a broader effort to maintain public infrastructure on state-held lands while streamlining regulatory processes through established exemptions. The administrative action requires internal review and documentation to confirm that the lease meets statutory criteria for categorical exemption under CEQA, ensuring no significant environmental impact from continued use. No new solicitation or competitive bidding is involved, as the lease supports an existing facility under the jurisdiction of the California State Lands Commission. The contract serves as a procedural and regulatory support mechanism to sustain public access and uphold compliance with state land management policies over the 20-year term.
