The Intelligence and Security Command (INSCOM) is issuing a sole source solicitation (RFP W911W4-14-T-0068) to procure specialized polygraph equipment and associated upgrade solutions exclusively from Limestone Technologies. This procurement includes items such as the Polygraph Professional Suite Paragon Upgrade Solutions, DataPAC MMS Instrumentation, Polygraph Silver Solutions, exam chairs, foot sensors, adaptors, electrodes, and connector kits required for INSCOM's Polygraph Program. Although polygraph equipment is available from other vendors, INSCOM exclusively uses Limestone Technologies' software and hardware due to compatibility and cost considerations. Limestone Technologies is also the only authorized provider of credibility assessment tools approved for use by the Army Intelligence Polygraph Program for conducting polygraph examinations. Despite being a foreign manufacture based in Canada, Limestone Technologies complies with applicable trade agreements such as the WTO Government Procurement Agreement, which permits procurement under these regulations. Market research conducted through multiple government platforms, including GSA Advantage, DoD E-mall, Ability One, and the Army's CHESS program, verified that no other vendors or Army contractors can meet this requirement. This was confirmed by a statement of non-availability for similar equipment via the CHESS system. The procurement will follow commercial acquisition procedures under FAR Part 12, and interested parties may express interest within three days of the notice. The contract is managed through the Department of Defense office in Fort Belvoir, VA, under NAICS code 334519.
