The purpose of this synopsis is to notify industry that a Sole Source Fixed Price Contract is intended to be awarded to Jay Robinson Racing, LLC under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The United States Customs and Border Protection Office of Border Patrol has a requirement to enter into a sponsorship agreement for the 2008 racing season with the owner of the rights to the #28 NASCAR Busch Series race car as part of an ongoing recruitment advertising campaign. May 28, 1924 is the date of the founding of the U.S. Border Patrol. Throughout its existence, the Border Patrol has associated the number 28 with the start of its mission to protect the borders, beginning in El Paso, TX. The number 28 symbolizes the diligence and dedication demonstrated by thousands of agents over the years, including those who have fallen in the line of duty, protecting the United States. Accordingly, given the U.S. Customs and Border Protection requirement to sponsor a Busch Series race car for purposes of recruitment, the #28 car is a unique source to recruit and retain agents. In 2007, agents have been pictured with the #28 car in many national and regional front- page newspaper articles, and the Office of Border Patrol #28 car has been seen on syndicated and national television programming. The Office of Border Patrol is approximately halfway through an advertising campaign featuring the #28 Busch Series car. Jay Robinson Racing LLC currently owns the rights to the #28 Busch Series car and is therefore the only source available at this time for satisfying the Government's NASCAR viewer recruitment initiative.
