The U.S. Army Program Executive Office for Simulation, Training & Instrumentation (PEO STRI) issued this Request for Information (RFI) to explore market capabilities for developing innovative engineering and integration solutions aimed at addressing legacy system transition needs and informing future training product enterprises. This RFI focuses on rapid acquisition, prototyping, and solution development to reduce life cycle costs and mitigate risks across PEO STRI’s portfolio. The initiative emphasizes the application of systems engineering to integrate mature and emerging technologies such as service-oriented architectures, virtualization, augmented reality, gaming engines, immersive architectures, cloud-based simulation, and enhanced training aids. Proposed efforts may include establishing enterprise-wide cyber defense processes, post-production software support labs, interim training solutions for platforms like Stryker, and solutions targeting capability and training sustainment gaps. The vehicle is expressly not intended for procurement of production items but rather for gathering information on potential approaches and innovations. Respondents are requested to provide detailed capability statements, including relevant past performance and subcontractor management experience, within a 15-page limit. Submissions must adhere to open systems architecture principles, emphasize non-proprietary solutions, and leverage open standards. Responses become government property and will not be compensated. The RFI is informational only, without any guarantee or obligation from the government to issue a solicitation or contract. Questions must be submitted in writing by May 15, 2015, and final responses are due by May 22, 2015. The effort supports the goal of advancing engineering processes, decreasing acquisition timelines, and improving product quality and training effectiveness across legacy and future systems within the PEO STRI domain.
