The Department of Energy (DOE) is preparing to release a Draft Request for Proposals (Draft RFP) for the recompete of its Super Energy Savings Performance Contracts (ESPCs) in late spring 2007, a timeline shift from the initially planned February 2007. This delay allows DOE to address key issues intended to improve and streamline the ESPC process. The Draft RFP will be made available on the DOE's Industry Interactive Procurement System (IIPS), where interested parties can review the document and submit comments and questions during a designated comment period. DOE will respond to inquiries via the same platform. After this review phase and consideration of the feedback received, DOE will issue the Final RFP, officially opening the submission process for proposals. Following the release of the Final RFP, DOE will host a voluntary pre-proposal conference combined with a site visit, allowing potential offerors to gain firsthand insight into the site and related data supporting the Final RFP. Attendance is at each participant’s own expense. This opportunity is designed to assist offerors in understanding site-specific conditions to better tailor their proposals. It is important to note that proposals will not be accepted during the Draft RFP comment period. Additional details regarding the pre-proposal conference and site visit will be provided in the Final RFP. The overall effort aims to facilitate a more efficient and transparent procurement process for this important DOE energy savings initiative.
