The Naval Facilities Engineering Command, Southern Division, is initiating a competitive process to privatize certain Navy utility systems at Naval Station Great Lakes, IL, specifically the electric and steam utilities within Area F-1. This effort is authorized under Public Law 105-85, Section 2812, allowing the conveyance of utility systems via lease agreements backed by a long-term service contract to ensure continued reliable utility delivery for Department of Defense operations. Prospective participants will engage through a single solicitation, with draft documents including the Request for Proposals, Lease Agreement, and service contract made available online for review and download. An Industrial Forum and pre-proposal conference is set for late October 2004, followed by issuance of the final solicitation and lease agreement around the end of November, with site visits scheduled for mid-December. Offerors are strongly encouraged to register and monitor the designated website regularly for updates, amendments, and additional information, as this platform will serve as the primary communication channel. The government holds broad discretion in proposal evaluation, including the right to reject any or all proposals, conduct discussions at its sole discretion, and award based on overall advantage rather than price or rating alone. The project falls under NAICS codes 22112 and 22133, with no small business set-aside applicable. Interested parties may direct technical inquiries to the designated contract specialist, Paul LaRocque, whose contact information is provided. This privatization initiative represents a strategic move to leverage private sector capabilities for the operation and maintenance of key Navy utility infrastructure, ensuring long-term reliability and efficiency.
