This contract pertains to a taxi (hired car) service solicitation identified by VA-246-08-RP-0058, designated as a Service-Disabled Veteran-Owned Small Business set-aside under the NAICS code 485310. The contract involves a base and an option period (BASE 0002/OPTION 1002) with specific mileage and trip rates. The vendor inquired about whether the totals of 80,000 and 40,000 referred to miles or trips, and the government clarified these numbers represent total miles. Additionally, questions regarding the pricing structure revealed that the payment includes a rate per trip within city limits in addition to charges based on mileage, indicating a combined flat rate for trips within certain boundaries plus a per-mile cost beyond that. The contract's key financial terms establish a dual-rate system where the rate per trip applies within city limits as a flat fee, supplemented by mileage charges for the distances traveled. This setup ensures clarity on how the costs are calculated for hired car services, balancing fixed charges and variable mileage fees. The solicitation is intended to be a pre-solicitation notice dated March 17, 2008, without specified location or agency details, but maintains a focus on supporting veteran-owned small businesses.
