Domestic Datalink Services (DDLS) FY 2027 Industry Day December 8-10, 2026
Solicitation # 693KA8-26-R-DDLSID
The Federal Aviation Administration is conducting market research through an Industry Day event from December 8 to 10, 2026, to inform the future acquisition of Domestic Datalink Services (DDLS). This initiative aims to replace the Data Communication Integrated Services contract expiring on September 30, 2029. The primary objective is to secure operational network services and monitoring, known as Data Communications Network Service, to support the EnRoute Automation Modernization System and Tower datalink System. These services are critical for the routing and delivery of Controller Pilot Data Link Communication messages for Air Traffic Control within Domestic NAS airspace, requiring 24/7 availability. The FAA is considering the establishment of one or multiple 10-year contracts, utilizing either a Firm Fixed Price performance-based structure or a Firm Fixed Price with Economic Price Adjustments. While this notice is not a formal solicitation or a request for proposals, the agency is seeking vendor capability statements under NAICS Code 517810 to refine its acquisition strategy, with a formal Screening Information Request expected in the second quarter of FY2029. Interested vendors must submit registration forms and capability statements by November 10, 2026, to Pearl Winston. Notably, the FAA operates under its own Acquisition Management System (AMS) rather than the Federal Acquisition Regulation (FAR).

The contractor is responsible for providing tamper-resistant hardware and ensuring all personal calls are recorded in real time, excluding authorized legal communications. The contract is anticipated to begin in early 2027 for an initial one-year term, with the County reserving the option to extend for four additional 12-month terms through 2032. Proposers must meet strict eligibility requirements, including providing a Washington State Unified Business Identification number and passing comprehensive background checks for all on-site personnel. Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS), aka "Connects"
Solicitation # FA251827RCNECTS
The Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS) acquisition is a high-priority effort by the Space Acquisition and Integration Office (SAIO) to consolidate multiple legacy IT support contracts into a single unified framework. Supporting the 21st Communications Squadron, the contract provides critical services across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The scope focuses on mission systems, technical control, and the standardization of network infrastructure via AFNET, with a specific emphasis on modernization through data-driven automation, Zero Trust Architecture, and secure DevOps. This effort is structured as a 100% small business set-aside under NAICS 517810, with an estimated value of approximately 330 million dollars. The procurement utilizes a phased Commercial Solutions Opening (CSO) process rather than traditional FAR 15 procedures, consisting of a white paper submission, optional pitch sessions, and a final technical and price proposal. Evaluation is based on technical merit, importance to agency programs, and overall price and value, with a preference for a hybrid contract structure including firm-fixed-price and incentive-fee CLINs. The anticipated timeline includes a contract award on March 31, 2027, followed by a 60-day phase-in period and a base period starting June 1, 2027, extending through five option years and a final six-month extension.

The Federal Aviation Administration is seeking capability statements from vendors to provide FANS-1/A telecommunication services as the agency transitions its Oceanic Data Link system to the Advanced Technologies and Oceanic Procedures system over an 18-month period. This critical infrastructure supports direct communications between controllers and pilots, as well as digital communications with radio operators, across the Atlantic and Pacific Oceans. Qualified vendors must be currently interfaced with the National Airspace Data Interchange Network Packet Switched Network and possess demonstrated technical expertise in maintaining air traffic telecommunications networks. Applicants are required to prove their ability to provide services to avionics testbeds and demonstrate a successful track record of supporting equivalent systems in similar environments. Interested parties must submit their capability statements, including personnel qualifications and their intended role as a prime or subcontractor, by June 09, 2004.

Full Description

The Federal Aviation Administration (FAA) provides air traffic control services over large parts of the Pacific and Atlantic Oceans. In 1995, the FAA developed and deployed an Oceanic Data Link (ODL) system that provides among other functions, direct communications between Controllers and Pilots using communication protocols collectively known as Future Air Navigation System Controller/Pilot Datalink Communication (FANS-1/A CPDLC). The ODL system also provides digital communications with the Aeronautical Radio Incorporated (ARINC) High Frequency (HF) Radio Operator (RO). The ODL system is currently installed at the FAA Oakland and New York Air Route Traffic Control Centers (ARTCCs). A similar system is deployed at the FAA Anchorage ARTCC. The FAA is in the process of replacing the ODL system with the Advanced Technologies and Oceanic Procedures (ATOP) system. The FAA will be transitioning from ODL to ATOP over the next 18 months, which is an extremely complicated undertaking. The ODL and ATOP FANS-1/A communication services are currently provided by SITA under a five-year contract that was awarded in 1999. The following bullets provide the FAA requirements for the Oceanic Data link service: 1. Potential vendors must be currently interfaced to the FAA's National Airspace Data Interchange Network (NADIN) Packet Switched Network (PSN), including the NADIN PSN test facility located at the FAA's William J. Hughes Technical Center (WJHTC); 2. Potential vendors must currently be providing FANS-1/A telecommunication services in FAA controlled airspace over the Atlantic and Pacific Oceans; 3. Potential vendors must be able to provide FANS-1/A telecommunication services to FANS-1/A avionics testbeds (e.g. the Boeing 747 or 777 test bench); 4. Potential vendors must have a demonstrated technical expertise in the provision and maintenance of telecommunications networks used in the provision of air traffic services. Interested companies that believe they have the technical and administrative capability to fulfill the requirements herein shall respond with their capability statement not later than June 09, 2004. Respondents must include their proven capability of working with a technically equivalent system in a similar environment and a proven record of providing timely and efficient technically equivalent system support. It is requested that written responses include telephone number for point of contact, show that the firm has the necessary technical skills, qualified personnel, experience and past performance in similar work; and state the purpose of interest, i.e, prime contractor, subcontractor or information only. This public announcement is not a request for proposal.
