The contract involves a sole source extension of an existing agreement, W81XWH-14-P-0448, under the authority of FAR Clause 52.217-8, allowing the Government to extend services for up to six months without competition. This extension covers a web-based inpatient clinical decision support tool provided by MCG, intended for use in inpatient care settings to enhance medical management activities. The tool utilizes evidence-based criteria to improve healthcare quality and efficiency by supporting utilization reviews and preventing overuse, thereby aiding in cost containment and ensuring appropriate care referrals. The extension will run from January 4, 2015, through July 2, 2015, and serves to maintain standardized, high-performance medical management and documentation processes critical for approval and oversight. The Government has stated that no Request for Proposal will follow this extension and that competition for a follow-on contract will occur in the future. Interested parties wishing to be considered for the future competitive acquisition were invited to submit written notifications by January 2, 2015. However, the Government retains sole discretion in whether to proceed with competition based on such responses. The statutory basis for the sole source extension is 10 U.S.C. 2304(c)(1), permitting awards to a single responsible source when no alternatives satisfy agency requirements. This arrangement ensures continued support for the defense healthcare system's goals of better patient care, improved health outcomes, cost reduction, and enhanced readiness.
