The Department of Veterans Affairs, National Cemetery Administration, Pacific District, plans to award a firm-fixed-price sole source contract to Hawthorne Pacific Corp for a Harper TV 35 Self Propelled Turf Vacuum Diesel Engine under NAICS code 333112. This procurement follows FAR 13 Simplified Acquisition Procedures and is justified by the need for equipment peculiar to one manufacturer, ensuring compatibility with the National Memorial Cemetery of the Pacific’s operational requirements. The vacuum is intended for sweeping both road and turf surfaces, featuring safety advantages as a self-contained unit compared to pull-behind alternatives. Due to the cemetery’s remote non-CONUS location, typical equipment delivery times exceed 240 days; however, Hawthorne Pacific Corp’s local presence allows for timely service and parts supply, maintaining effective cemetery ground operations. Interested firms capable of meeting the outlined requirements, including providing product information and customer references, were invited to respond by June 17, 2020. Verbal responses are not accepted, and submission details must be sent to Contracting Officer Brian Trahan via email. While the government will review submissions, the decision to proceed without competition remains at the government’s discretion. If no suitable responses are received, the contracting officer will move forward with negotiation of the sole source contract with Hawthorne Pacific Corp. The contract’s place of performance is at the National Memorial Cemetery of the Pacific in Honolulu, HI.
