The Missile Defense Agency (MDA) is seeking a one-year extension of the Airborne Infrared Surveillance (AIRS) contract with L-3 Communications /Aeromet Division to continue limited research, development, testing, and evaluation (RDT&E) activities and program closeout through September 30, 2007. This extension will allow the continuation of the use of an electro-optic/infrared sensor suite integrated into a Gulfstream II aircraft, known as the High Altitude Observatory (HALO) II. The sensor system is utilized to collect infrared surveillance data on targets of interest and process it in real time to generate missile tracking data, object discrimination, and fire control solutions for integration with MDA’s command and control systems. The work includes detailed test planning, engineering assessments, minor sensor modifications, data collection, and analysis to demonstrate and evaluate key capabilities such as autonomous target detection, real-time tracking, and connectivity with the Missile Defense Agency’s Command, Control, Battle Management, and Communications (C2BMC) system. This contract extension will be awarded as a cost-plus-fixed-fee arrangement to the incumbent contractor, L-3 Communications /Aeromet, under a sole-source justification due to the uniqueness of the sensor integration, specialized knowledge, and the limited timeframe requiring continuity without the delays a new competition would cause. The HALO II platform will continue to serve as the primary test asset for the MDA, ensuring uninterrupted progress in demonstrating airborne infrared surveillance technology critical to the agency’s missile defense objectives. Key personnel managing the contract include Charles T. Clements as Contract Specialist and Robert C. Frey as the Contracting Officer, both located at the MDA’s office in Huntsville, Alabama.

Full Description

The Missile Defense Agency has a requirement for a one-year extension of the Airborne Infrared Surveillance (AIRS) effort under Contract HQ0006-02-C-0044. The extension is to perform limited RDT&E in FY07 and closeout the program. With this one-year extension, this contract will end not later than 30 September 2007. The limited RDT&E effort continues to exploit the use of an electro-optic/infrared sensor designed, developed and integrated into the host aircraft by the incumbent contractor, L-3 Communications /Aeromet Division. The sensor is hosted on a Gulfstream II aircraft operated by L-3 Communications /Aeromet and is used as a test asset for data collection by the MDA. The aircraft/sensor combination is called the High Altitude Observatory (HALO) II. The key technical capabilities requiring further demonstration and evaluation during the final period of performance are: 1) cued and autonomous search, detection, and acquisition; 2) real-time missile tracking and 3-D state vector generation; 3) real-time discrimination of object(s) of interest; 4) real-time connectivity with MDAs Command, Control, Battle Management and Communications system; and 5) data reduction as a result of contract closeout. The effort will continue to include data collection, analyses and potential modification of the sensor suite mounted on the HALO II aircraft. The HALO II sensor suite will be used to collect infrared surveillance data against targets of interest to the MDA. This data will be processed in real time on board the HALO II to form state vectors and object sighting messages to be downlinked to the MDA C2BMC system as fire control solutions. The required effort consists of detailed test planning, engineering evaluations, minor modifications, and experiments and demonstrations for the HALO II aircraft and its support equipment. MDA intends to award a contract extension to L-3 Communications /Aeromet for this one-year effort. MDA intends that this contract extension will be cost-plus-fixed-fee, the same contract type as the current, on-going contract. This contract extension will be awarded to L-3 Communications /Aeromet pursuant to FAR 6.302-1-(a) (iii): only one responsible source. It is improbable that a new competition for a one-year extension could be executed without causing an adverse impact in the remaining AIRS effort. A contract extension to the incumbent Contractor is the only solution to avoid unacceptable delays in fulfilling the agencys requirement.

Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.

Mobile Integrated Launch Capability
Solicitation # 26-MDA-12366
The Missile Defense Agency (MDA) is soliciting innovative and cost-efficient alternatives to current air drop C-17 target launches through the Mobile Integrated Launch Capability (MILC) program. The objective is to develop mobile launch platforms capable of deploying short to long range target missile systems from any location worldwide to increase launch cadence and reduce costs. This effort is structured in two phases: Phase I focuses on detailed design, engagement analysis, and prototype costing with an objective performance period of three to six months; Phase II involves prototyping, ground testing, and the delivery of one launch platform for a target vehicle system launch, with an objective performance period of twelve to twenty-four months. The solicitation is open to large and small businesses, non-traditional defense contractors, and accredited educational institutions. Interested parties must submit white papers detailing their technical approach, design concepts, and a Rough Order of Magnitude cost estimate. Selection is based on a two-step process evaluating technical merit, innovation, potential utility to agency programs, schedule, and lifecycle cost. Awardees must possess an active Secret Facility Clearance and adhere to strict cybersecurity and Controlled Unclassified Information (CUI) marking requirements. The MDA will consider various contract types, including fixed price and cost reimbursement, as well as Other Transaction (OT) Agreements.
