The Naval Sea Systems Command (NAVSEA) plans to award a sole source contract to Lockheed Martin Maritime Systems & Sensors (MS2) for the design, development, testing, and delivery of the Aegis Ballistic Missile Defense (BMD) Block 2006/2008 (Consolidated) Weapon System Capability, specifically the BMD Baseline 4.0.1. This contract includes program planning, concept development, and risk reduction activities to support ongoing and future Aegis BMD system engineering and program development efforts. The Aegis BMD Program serves as the sea-based portion of the Ballistic Missile Defense System, and the Block 2006/2008 Weapon System will enhance capabilities such as medium and wide band tracking, discrimination, long-range search and tracking, and engagement coordination with other missile defense elements—primarily targeting medium and intermediate-range ballistic missiles with SM-3 Block IA and IB missiles. Lockheed Martin MS2 is designated as the sole responsible source due to its unique and in-depth technical expertise and resources as the Combat System Engineering Development Agent (CSEA) for both the Aegis Weapon System and Aegis BMD Program. No other company possesses the required qualifications or can meet the Navy’s needs for this work. The contract period will extend from the date of award through December 2010. Companies interested in subcontracting opportunities are encouraged to coordinate directly with Lockheed Martin MS2. This award is made under the authority of 10 U.S.C. 2304(c)(1), emphasizing the sole source nature of the procurement.
