The National Institute on Aging (NIA) within the NIH plans to enter into a five-year, cost-reimbursement contract with MedStar Research Institute to continue clinical research support related to aging and age-associated diseases. This non-competitive contract will focus on extending longitudinal studies under the Baltimore Longitudinal Study of Aging (BLSA) and the Healthy Aging in Neighborhoods of Diversity Across the Life Span (HANDLS) programs. Clinical services will be provided at a dedicated ward in Harbor Hospital for NIA Intramural Research Program subjects, covering areas such as endocrinology, cardiology, neurology, immunology, genetics, and oncology. MedStar Research Institute has supported the NIA IRP clinical program since 2000 and is considered uniquely qualified to meet the comprehensive requirements of this research project. Key requirements for the contract include access to at least 23,000 square feet of JCAHO-accredited contiguous hospital space within 15 minutes of the Gerontology Research Center in east Baltimore, incorporating inpatient beds, examination and testing rooms, research pharmacy, laboratory, and secure medical records storage facilities, along with adequate space for clinical and support staff. Additionally, the facility must accommodate acute patient care needs and provide essential hospital services such as diagnostic imaging, pathology, nuclear medicine, and food service. The contract is scheduled to begin around February 2008, with a one-year base period plus four one-year options. Although this is not a formal Request for Proposal, NIH is open to other qualified providers submitting proposals for consideration if they can demonstrate the necessary capabilities.

The purpose of the clinical services is to provide care for NIA IRP research subjects who visit a ward in Harbor Hospital dedicated to NIA IRP patients. This organization has the prerequisite knowledge, experience, and facilities for the continuation of this proposed acquisition by reason of its preliminary and current work on this project. The resulting contract will be for a one-year base period, commencing approximately February 2008 with four additional one-year options. This is NOT a Request for Proposal. If, however, there are any responsible sources who feel they possess the abilities and facilities which would enable them to perform this project, they may submit a proposal which will be considered by NIH.
