The Department of Defense, through the Air Force Research Laboratory’s Manufacturing Technology Division, intends to establish a long-term domestic capability for producing primary high-purity beryllium metal to fulfill defense and commercial requirements. This effort, conducted under the authority of the Defense Production Act, will involve awarding a sole source, cost-share Technology Investment Agreement to Brush Wellman Inc., located in Elmore, Ohio. The company will be responsible for planning, designing, permitting, constructing, equipping, qualifying, and operating a beryllium reduction facility that converts beryllium hydroxide feedstock into pure beryllium metal compliant with DoD specifications. The facility will ensure strict adherence to EPA and OSHA regulations and will collaborate with the National Institute for Occupational Safety and Health to address manufacturing hazards and maintain environmental compliance throughout its expected 72-month period of performance. Only Brush Wellman Inc. has been identified as a responsible source with the capabilities to meet these requirements, and responses from other potential contractors are invited within 15 days of the notice publication strictly to assess whether a competitive procurement is warranted. The government retains full discretion to proceed without competition. Inquiries regarding the acquisition are to be directed to the designated contract negotiator or contracting officer at Wright-Patterson Air Force Base in Ohio. This initiative underscores the strategic goal of securing a reliable domestic beryllium supply critical to national defense and related applications.

The purpose of this Notice of Contracting Action (NOCA) is not to request competitive proposals, but to announce a pending contractual action. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App.2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM), is contemplating a procurement to establish a long term domestic source for producing primary beryllium metal to meet Department of Defense needs. The government intends to release a solicitation for these requirements on a sole source basis, and contemplates awarding a cost share Technology Investment Agreement (TIA) with Brush Wellman Inc., 14710 W. Portage River South Rd., Elmore, OH 43416. The period of performance for the procurement is anticipated to be 72 months. The objective of this Title III program is to establish a domestic source to produce primary (high purity) beryllium metal for defense and commercial applications. Brush Wellman Inc. shall plan, design, permit, build, equip, qualify, and operate a beryllium reduction facility that is fully compliant with Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) regulations governing the manufacture of primary beryllium metal. Once operational, the beryllium reduction facility will convert beryllium hydroxide feedstock into primary beryllium metal. The new facility will be designed to produce beryllium capable of meeting DoD specifications for pure beryllium metal. Brush Wellman Inc. will work proactively with the National Institute for Occupational Safety and Health (NIOSH) to further the understanding of the hazards of manufacturing beryllium, as well as to ensure environmental compliance continues throughout the operational life of the facility. Inquires pertaining to this acquisition should be addressed to the Contract Negotiator, Michele Tritt, (937) 255-0497, or Contracting Officer, Anita Bailey, (937) 656-7197, AFRL/PKMT, 2310 Eighth Street, Wright-Patterson AFB, OH 45433-7801. Only one responsible source and no other supplies or services will satisfy agency requirements as per the authority under 10 U.S.C. 2304(c)(1). Contractor's capable of offering this technology must respond within 15 days after publication of this notice by submitting a specific capability statement to provide this technology. All responses received within 15 days after publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. See Numbered Note 22.

DOE Critical Mineral Resource Potential
Solicitation # DOECriticalMineralResource2026
The Department of Energy Office of Environmental Management is seeking expressions of interest from potential collaborators to reuse, recover, and reprocess critical and rare earth minerals from its legacy inventories. The primary objective is to repurpose surplus materials to strengthen and diversify the domestic U.S. supply chain for scientific, manufacturing, and energy applications. This action is strictly an expression of interest and does not constitute a notice of funding opportunity; the DOE will not provide compensation for submitted information, and industry partners are responsible for all costs associated with the extraction or reprocessing of materials. Key resources identified for recovery include significant quantities of aluminum, copper, tungsten, silver, platinum, and selenium at the Paducah Gaseous Diffusion Plant site, as well as lead bricks and shot at the Nevada National Security Site. Some materials, specifically aluminum and copper, are noted as being surficially contaminated with uranium, and certain lithium hydride shields require DOT packaging exemptions for transport. Interested parties must submit electronic responses by November 2, 2026, detailing their technical capabilities, material requirements, and proposed collaboration models. Submissions must adhere to strict formatting guidelines, including a five-page limit, 12-point Times New Roman font, and specific marking requirements for proprietary business information to avoid disclosure under the Freedom of Information Act.

Solicitation # FA865226SC005
Solicitation FA865226SC005 is a Centralized, Open Two-Step Spiral issued by the Air Force Research Laboratory under the Defense Commercial Solutions Opening (CSO) framework in accordance with R-DFARS 212.70. The government is seeking Commercial Solutions Brief (CSB) submissions for innovative solutions ranging from advanced component development to operational systems development, specifically limited to Foundational Technologies (AFRL/RE). This procurement follows a two-step process where only CSB submissions are currently requested; offerors must be categorized as Selectable during the Step One evaluation to be invited to Step Two, which involves the submission of a Commercial Solutions Proposal (CSP). The deadline for Step One CSB submissions is 5:00 PM Eastern on April 30, 2027. Submissions must align with the Areas of Interest identified in Attachment 1 of the AFRL Enterprise CSO and follow the formatting instructions in Section 7 and Attachment 2 of the main announcement. While there is no limit on the number of CSBs a single offeror may submit, each must present a unique approach. Submissions should be emailed to afrl.cso.mailbox@us.af.mil, though those containing Controlled Unclassified Information must be transmitted via the DoD SAFE system. This spiral was noted as cancelled effective June 4, 2026, with future spirals transitioning to a decentralized model issued by respective Mission Organizations.
