The CDC plans to award a sole source purchase order to Biomind LLC of Bethesda, MD, for advanced data analysis related to Chronic Fatigue Syndrome (CFS) research. The scope involves supervised categorization analysis using machine learning techniques such as Support Vector Machines, Genetic Programming, and exponential regression to distinguish CFS subjects from non-fatigued controls. This analysis will be applied to both prior and new datasets, incorporating gene expression levels alongside clinical and epidemiologic information. The project requires producing comprehensive written reports summarizing results for each phase, including validation of models through out-of-sample testing on new data. This procurement is justified under FAR part 6.302-1, identifying Biomind as the sole provider with the required expertise, and is not open for competitive bidding. However, other firms interested in providing similar services are invited to submit a written notification within 15 days of the synopsis publication for the government's consideration of a potential competitive procurement. The contract specialists overseeing this effort are Christine N Pettie and Deborah S McCune, and inquiries can be made via email or fax to the provided contacts.

Full Description

The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Biomind LLC. located in Bethesda, MD. The purchase order is for the purpose of performing these deliverables: supervised categorization analysis of the prior dataset, using Support Vector Machines, Genetic Programming and exponential regression methods, to learn models that differentiate CFS subjects from non-fatigued controls based on appropriate combinations of gene expression levels and clinical/epidemiologic information. Production of a written report summarizing the results of this analysis. Application of the models learned in Task 1 and the models learned during the analysis of the prior conventional core dataset, to the new dataset. This will provide a "true-out-of-sample" test of the validity of these models. Production of a written report summarizing the results of this analysis. Supervised categorization analysis of the new dataset, using Support Vector Machines, Genetic Programming and exponential regression methods, to learn models that differentiate CFS subjects from non-fatigued controls based on appropriate combinations of gene expression levels and clinical/epidemiologic information. Production of a written report summarizing the results of this analysis. The authority for this sole source procurement is FAR part 6.302-1 in that Biomind is the only known source with the knowledge required to provide this service. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries may be sent to Christine Dorsey by e-mail at contact@example.gov or by fax at +1 (555) 000-0000.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
