Researchers at the National Institute of Standards and Technology (NIST) are developing advanced techniques for the controlled self-assembly of phospholipid vesicles, or liposomes, within continuous two-phase flow microfluidic channels. Unlike traditional bulk mixing methods that produce liposomes with variable size and structure, this approach utilizes precise manipulation of liquid flow rates in a planar microfluidic network to achieve uniform liposome formation. This method enables the production of liposomes with sizes ranging from 100 nm to 300 nm, improving homogeneity and control over polydispersity by creating a stable and controllable solvent-aqueous interface at the scale relevant to liposome formation. The research has significant implications for encapsulating reagents in quantized packets that mimic cellular processes, potentially enhancing the quality and reproducibility of liposome-based technologies. Although this is not a contract or grant announcement, inquiries regarding the technology can be directed to the Office of Technology Partnerships at NIST, located in Gaithersburg, Maryland. The project is referenced under docket number 04-003US and highlights NIST’s ongoing efforts to innovate in microfluidics and nanotechnology applications.

DEVELOPMENTS AT NIST Researchers at the National Institute of Standards and Technology (NIST) are working on the following technologies. FOR FURTHER INFORMATION, CONTACT THE: NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY, OFFICE OF TECHNOLOGY PARTNERSHIPS, 100 BUREAU DRIVE, STOP 2200, GAITHERSBURG, MARYLAND 20899; FAX: +1 (555) 000-0000. This is not an announcement of a contract action or a grant. *** NIST DOCKET NUMBER: 04-003US Title: Controlled Vesicle Self-Assembly in Continuous Two Phase Flow Microfluidic Channels Description: The spontaneous self-assembly of phospholipids into liposomes in aqueous solution results in the encapsulation of reagents into quantized packets in a manner that mimics cellular life-processes. Traditional liposome preparation methods are conducted through mixing of bulk phases, leading to inhomogeneous chemical and/or mechanical conditions during liposome formation; hence liposomes are often polydisperse in size and lamellarity. The formation of liposomes that encapsulate reagents in a continuous 2-phase flow planar microfluidic network with precision control of size, over the range of 100 nm to 300 nm, by manipulation of liquid flow rates is shown. Creating a solvent-aqueous interfacial region in a microfluidic format that is homogenous and controllable on the length scale of a liposome demonstrates the facilitation of fine control of liposome size and polydispersity. ***

2026년도 국제공동연구 신속지원사업 신규과제 공모
Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.

Subscription to a Mathematical Bibliographic and Expert Reviews Database
Solicitation # SS-NB135000-27-00002
The Department of Commerce National Institute of Standards and Technology (NIST) is conducting market research through a Combined Sources Sought Notice and Notice of Intent to Award a Sole Source Contract under solicitation number SS-NB135000-27-00002. The objective is to secure campus-wide online access to a curated mathematical bibliographic and expert review database for researchers at the Gaithersburg, Maryland, and Boulder, Colorado campuses. This resource is critical for the NIST Research Library and Museum to support the measurement science mission by enabling researchers to evaluate proof validity, track citations, and discover peer-reviewed mathematical findings. The required database must contain over 3 million items of American and European mathematical sciences literature, featuring bibliographic information, abstracts, and direct links to original articles. Key technical requirements include the ability to search by Digital Object Identifier (DOI) and the provision of email alerts for new results or citation changes. The service must be hosted externally with access provided via IP authentication. Interested respondents under NAICS code 513210 are requested to provide corporate details, company size status, and information regarding existing GSA Multiple Award Schedule contracts by October 29, 2026.

Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
