Limited Competition: Biospecimen Banks to support NCI National Clinical Trials Network Biospecimen Banks (NCTN Biobanks) and the NCI Early-Phase and Experimental Clinical Trials Biospecimen Bank (EET Biobank) (U24 Clinical Trial Not Allowed)
Solicitation # RFA-CA-28-004
The National Cancer Institute (NCI) has issued a Limited Competition Notice of Funding Opportunity (RFA-CA-28-004) to support the continuation of two critical biospecimen banking resources: the National Clinical Trials Network (NCTN) Biobanks and the Early-Phase and Experimental Clinical Trials (EET) Biobank. The primary objective is to maintain these national resources for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens. These resources facilitate translational cancer research, biomarker development, and validation by providing essential specimens from NCI-funded clinical trials. The NCI intends to fund approximately six awards for fiscal year 2027, with a total estimated funding of 19 million dollars and a maximum budget of 3 million dollars in direct costs per year for a requested project period of six years. Applications will be evaluated through the NIH peer-review system based on scientific and technical merit, significance, and the adequacy of the institutional environment. Key requirements for applicants include maintaining active registrations in SAM, eRA Commons, and Grants.gov, as well as providing specific documentation regarding the current scale of operations, accomplishments, and standard operating procedures. Awardees must adhere to NCI Best Practices for Biospecimen Resources, federal human subjects regulations under 45 CFR 46, and strict cybersecurity incident reporting protocols, including notification of incidents within 48 hours of discovery. The National Cancer Institute is issuing a limited competition Notice of Funding Opportunity, solicitation RFA-CA-28-004, to support the continuation of two critical biospecimen banking resources. These resources include the National Clinical Trials Network Biobanks, which support the NCTN and the Community Oncology Research Program, and the Early-Phase and Experimental Clinical Trials Biospecimen Bank, which supports the ETCTN and other early-phase experimental trials. The primary objective is to maintain national infrastructure for the collection, processing, storage, and distribution of high-quality, clinically annotated human biospecimens to enable translational cancer research, biomarker development, and the study of drug response and resistance. Eligible organizations must submit applications by February 12, 2027, to be considered for funding. All submissions will undergo a standard NIH peer-review process, and only meritorious applications will be selected. These banks are essential for linking biospecimens to clinical outcome data from large multi-site trials and supporting the development of novel cancer therapies through pharmacokinetic and pharmacodynamic analyses.

DESCRIPTION (v) The National Center for Advancing Translational Sciences (NCATS) at the National Institutes of Health (NIH) requires a collection of 128 human pluripotent stem cell lines to meet project milestones in support of the Helping to End Addiction Long-term (HEAL) Initiative. See attached for the list of 128 cell lines. All cell lines must undergo the following tests prior to shipment to ensure genomic integrity, correct identity and sterility of the cellular material, meeting the NIH rigor and reproducibility guidelines. The Contractor must provide a detailed report containing the results of quality control testing for each cell line provided to NCATS. A. Thaw recovery: must be equal to or greater than 60%. B. Identity by short tandem repeat analysis: each cell line's STR profile must match the profile of the original deposited material. C. Mycoplasma contamination screening: must be negative and free of mycoplasmal contamination. D. Sterility testing: must be free of bacterial and viral contamination. E. G-banded karyotyping: must be normal at a typical G-banded karyotype resolution. The cell lines that fail to display a normal karyotype will be replaced by another qualifying cell line of the recipient scientist's choosing, alternatively, the recipient scientist may choose to retain the cell line for the purpose of comparison between normal and abnormal lines. If any of the cell lines fail quality control testing, the Contractor will notify NCATS and NCATS will decide whether to accept the line. If NCATS does not accept the line, or if a cell line is otherwise unavailable, NCATS will choose a replacement line or will approve of the Contractor's suggested replacement line. (vi) The required quantity is two (2) vials per line. (vii) Delivery is to occur within 45 days after receipt of order. The cell lines are to be shipped in a "vapor shipper", a container with a small amount of liquid nitrogen, encased in a secure secondary container. This allows for a constant low temperature during transport. (viii) The anticipated award date is August 23, 2019.
