The U.S. Army Research Institute of Environmental Medicine (ARIEM), through the Natick Contracting Division, plans to award a firm fixed price purchase order on a sole source basis to NTT Systems, Inc. of North York, Ontario, Canada. This contract involves complex statistical and data analysis of a large data set gathered during the Military Nutrition Division’s study on the effects of dietary amino acid tyrosine in special rations used under high-stress military conditions. The data includes behavioral and physiological measures collected in the first phase of the USARIEM Protocol H06"05, focusing on cognitive performance and mood states under psychological stress. NTT Systems is uniquely qualified to perform this work due to its proprietary software previously provided to USARIEM, as well as its expertise in analyzing complex electrophysiological and behavioral data, which is supported by prior scientific publications. Market research was not conducted because NTT Systems’ copyrighted software and specialized analytical expertise are exclusive and not available to other vendors, establishing NTT as the only capable contractor for this requirement. There are no actions planned to overcome competition barriers before future acquisitions, and interested parties could express interest before October 12, 2010. The contract is managed by the Natick Contracting Center with Steven Streeter as the point of contact. This acquisition is conducted under FAR Subpart 13.106-1(b)(1), and no solicitation has been issued, as this is not a request for proposals but a sole source procurement.
