DLA Distribution awarded a labor-hour contract to General Dynamics Information Technology, Incorporated for software maintenance and systems development support for the Computer Assisted Transportation Terminal and its associated interface software. This support is critical for operations at the Defense Distribution Kuwait South West Asia and the CENTCO theatre. The period of performance runs from October 1, 2010, through September 30, 2011, with services provided on an on-call basis to accommodate unpredictable program changes and technical requirements. The contract was awarded as a sole-source acquisition under FAR 13.106-1 (b) and FAR 6.302-1 because General Dynamics Information Technology, Incorporated developed the proprietary systems and software. Due to the proprietary nature of the source listing code, no other vendor could satisfy the agency requirements without incurring substantial costs to the government. The action was managed by DLA Distribution New Cumberland, Pennsylvania, under NAICS code 541511.

Full Description

DLA Distribution (DLA J7-AB) has awarded a contract for software maintenance (technical support services) for program changes and systems development support required for the Computer Assisted Transportation Terminal (CATT) and associated interface software in operation at the Defense Distribution Kuwait South West Asia (DDKS) and the CENTCO theatre. The period of performance is from 01 October 2010 through 30 September 2011. Software support cannot be determined or scheduled in advance; it is on an "on call" basis as needed, therefore, it is anticipated that the resultant contract will be a Labor-Hour Contract. The contract action is foran acquisition for which DLA Distribution New Cumberland, PA awarded directly to one source under the authority of FAR 13.106-1 (b) and FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government intends to award a Labor-Hour contract using FAR Part 13 to the sole service provider General Dynamics Information Technology, Incorporated. General Dynamics Information Technology, Incorporated is the only source that can provide service/support due to the proprietary nature of the systems and software which were developed by them for (CATT) used at DDKS and in the CENTCO theatre. The software in use has been declared proprietary; no other vendor could meet objectives, without gaining access to the "source listing code". Any attempt to develop an alternate source to provide this support, if possible, would result in a substantial cost to the Government.
