The Defense Sciences Office of DARPA is hosting a workshop titled "Controlling Pathogen Evolution" aimed at exploring advanced computational methods to predict pathogen evolution and strategies to direct pathogens toward less harmful forms. The focus is primarily on RNA viruses, which mutate rapidly and recombine to evade immune responses. The workshop will cover prediction of protective epitopes, modeling of pathogen evolution and protein structure, and methods to trap pathogens evolutionarily to prevent escape mutations, ultimately facilitating the development of targeted vaccines and therapies. Experts in infectious disease, computational epitope prediction, vaccinology, mathematical modeling, protein structure, drug design, and animal modeling are invited to contribute, especially by presenting relevant research posters to encourage collaboration and team-building. The event is scheduled for late March 2007 in Arlington, Virginia, with a registration deadline of March 16, 2007, and is limited to 50 participants, with a maximum of two attendees per institution. There is no fee to participate, and detailed workshop materials will be made available by request to those unable to attend. The workshop is intended to promote discussion and foster proposal development rather than serve as a request for proposals. Further information, including contact details for the technical program manager Dr. Michael Callahan and contract officer Anthony E. Cicala, is provided for interested parties seeking to engage with the workshop or access its materials.

Special Notice SN07-21: Controlling Pathogen Evolution; Date: March 27, 2007; Registration Deadline: March 16, 2007; Technical POC: Dr. Michael Callahan, DARPA/DSO, Ph: (571) 218-4537 URL: http://safe.sysplan.com/sn07-21 Controlling Pathogen Evolution, SN07-21. The Defense Sciences Office (DSO) of the Defense Advanced Research Projects Agency (DARPA) is sponsoring a workshop to discuss techniques to first predict pathogen evolution and then direct it to a less virulent form. Pathogens, particularly RNA viruses, are well known for the high rate of mutation that enables them to escape primary or secondary immune responses. Additionally, many viruses undergo recombination events that alter their proteins more dramatically. This workshop will investigate tools for predicting protective epitopes, pathogen evolution and protein structure, and then review strategies to force pathogens into an evolutionary trap that prevents escape through mutation. From there, vaccines and therapies can be developed against the particular pathogen strain. The workshop will be held at 3811 N.Fairfax Drive, Suite 600, Arlington, VA 22203. The goal of the workshop is to explore 1) the potential of computational methods to precisely predict pathogen evolution, and 2) vaccination and/or therapeutic strategies to control direction of pathogen evolution. The workshop will address the development of successful proposals for submission; attendees should have specific expertise in infectious disease, epitope prediction (computational and/or immunomic), vaccinology, mathematical modeling, protein structure, pathogen evolution, drug design, and/or animal modeling. Workshop participants are strongly encouraged to prepare posters describing previous or potential research in the area in order to facilitate discussions and/or formation of well-rounded teams. For poster submissions, a detailed description of the poster must be submitted by March 16, 2007, 4pm ET. A maximum of 20 3ft x 3ft posters can be accommodated. There is no fee for any workshop activities. Details on the workshop, including registration and poster information, can be found here: http://safe.sysplan.com/sn07-21 Registration is limited by the venue capacity (maximum of 50 people, maximum 2 from each institution). The registration cutoff date is March 16, 2007, or at attendance capacity whichever comes first. If there is additional space available after the registration deadline, institutions will be permitted additional participants on a first-come, first-serve basis. Please refer to the "Controlling Pathogen Evolution Workshop" in correspondence. This announcement is not a request for proposals. Material presented at the workshop, including posters presented at the poster session, DARPA presentations, and any response to clarification inquiries and administrative questions, will also be available by emailing SN07-21@darpa.mil for those interested but unable to attend. U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) Organic Industrial Base (OIB) Modernization Commercial Solutions Opening (CSO)
Solicitation # W911PT26SC001
The U.S. Army Contracting Command – Watervliet Arsenal (ACC-WVA) has issued solicitation W911PT26SC001, a Commercial Solutions Opening (CSO) authorized under the National Defense Authorization Act for Fiscal Year 2026 and DFARS Subpart 212.70. This competitive solicitation is open until September 30, 2027, and is designed to acquire innovative commercial products, technologies, and services to modernize the Army's Organic Industrial Base. The scope focuses on integrating manufacturing resources, linking legacy analogue systems with digital systems, and expanding modeling and simulation to enhance the delivery of materiel solutions. The CSO targets both traditional and non-traditional business entities, including small businesses and foreign-owned firms, provided they maintain an active System for Award Management (SAM) profile and a Unique Entity ID. The acquisition process follows a multi-phased approach consisting of a written solution brief, an optional presentation or pitch, and a final Request for Commercial Solution Proposal (CSP). Evaluation is based on responsiveness, technical merit, uniqueness, and price reasonableness. Successful responses may result in fixed-price contracts awarded under FAR Part 12 Commercial Item Procedures. Current Areas of Interest (AoIs) include advanced cannon technology, electrical infrastructure improvements at Building 120, chromium facility conversion, automated manufacturing for minor components, automated cooling tower treatments, advanced CNC vertical turning lathes, and advanced tooling for radial forging. Performance is primarily located at Watervliet Arsenal and Benet Laboratories, with a general period of performance not to exceed 12 months unless otherwise specified.

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
